Abstract - This study aims to create a Mobile Learning development using the Flipped Classroom model. This development research aims to facilitate learning activities so that they are more effective & efficient in accordance with learning principles and are goaloriented to be achieved in the learning. Mobile Learning with the Flipped Classroom model is intended to be accessible by students in a more flexible manner without limited space and time, more effectively and is also expected to be more efficient in its implementation. The research method used is R & D, this development method uses the learning development model proposed by Borg and Gall, Dick & Carrey and J. Moonen. This is done because what will be developed in this study is a product of Mobile Learning media with a Flipped Classroom model. The stages in development for this product are: (1) needs analysis, (2) Production planning Development Design Learning test instruments, in this case using the development model of Borg and Gall, Dick & Carrey and J. Moonen (3) validation, evaluation and model revision, including: expert review and one to one evaluation (4) Model implementation, carried out using experimental designs.
